Cabinet Office

Spotlight speeds up initial pre-award checks by processing thousands of applications in minutes replacing manual analysis that, typically, can take at least two hours per application. The tool also provides post-award notifications, generated in real-time, if the applicant’s circumstances should change.

Spotlight saves time, improves decision making and reduces the risk of fraud. Spotlight is available across all government departments and arms’ length bodies.

I worked simultaneously on two counter-fraud projects for Spotlight in the Grants Management Function at the Cabinet Office. Downing Street hailed them as ‘star performers’ in the government’s COVID-19 response. We also played part in the government’s ‘no deal’ Brexit preparations.

As you would expect from Cabinet Office projects, this was all hush-hush at the time. Budgets, priorities and team sizes often varied during the 15 months I was at the Cabinet Office. That’s normal. Luckily, I have versatile skills that came in handy.

I did rapid prototyping using the GDS prototype toolkit, service design, content design and content strategies. I also created Marketing materials, including video, flyers and exhibition banners.

The Grants Management Function hosted a two-day hackathon to encourage innovative thinking. Participants, including suppliers, field experts and Cabinet Office staff, pitched ideas. Former Cabinet Office Permanent Secretary Sir John Manzoni and other senior GDS and Downing Street staff judged. I presented the pitch of the projects’ own team, which won the Game-changer Trophy.
